Rules for registration of foreigners during the FIFA World Cup 2018 — Reminder for hosts

What should be done if you welcome foreigners in your home during the World Cup? What documents are required for their registration and what liability is provided for violation of the established procedure?
Foreign nationals visiting cities hosting World Cup matches (i.e. Volgograd, Yekaterinburg, Kazan, Kaliningrad, Moscow, Nizhny Novgorod, Rostov-on-Don, Samara, St. Petersburg, Saransk, and Sochi) will need to be registered with migration authorities under a special rule applicable during the FIFA World Cup.

If foreign guests with a FAN ID for World Cup matches come and stay with you from May 25, 2018 to July 25, 2018, then you will be required as their host to register them with migration authorities within three days of their arrival [1]. If foreign nationals stay in a hotel or hostel, then such organization will register them at their address. 

These requirements do not apply only to foreign nationals coming to Russia for the World Cup, but also to FIFA representatives, FIFA affiliated organizations, confederations and national football associations included in FIFA lists.

What documents should be submitted to Multifunctional Centers for Provision of State and Municipal Services?

Documents for foreign nationals:

  • Notice;
  • Copy of passport;
  • Copy of FAN ID;
  • Copy of migration card.

Documents for hosts:

  • Original and copy of passport (2 pages: page with photo and page with registration address);
  • Document confirming the ownership or possession right to the accommodation where foreign nationals will be registered. 

It will not be permitted to send these documents by postal mail. 


Administrative liability is provided for failure to follow the established procedure. In such case, a fine of up to RUB 4,000 will be imposed on hosts for each violation [2], and a fine from RUB 2,000 to RUB 7,000 will be imposed on foreign nationals or stateless persons with or without administrative expulsion from the Russian Federation [3].
